This PDF guide This document identifies state commission administrative rules on the availability of an eligible customer list (“ECL”) administered by each electric local distribution company (LDC). In addition, it identifies the customer information that each utility must make available to suppliers with accompanying notice and consent requirements and record retention requirements.

These lists include, among other things, customer name, address, rate class, historical usage and load profiles and whether the customer is a standard offer service (“SOS”) or net a metering customer. This guide also details the supplier’s obligation to safeguard the customer information and agent training requirements.

Next, the guide presents by utility whether an ECL is made available to suppliers. If so, it specifies the conditions a supplier, broker or aggregator must meet to access the list. The guide also identifies the frequency of when the utility makes the ECL available to the supplier. It also identifies any costs or other conditions with the availability or use of the customer lists.
