This section details the regulations for customer authorization for service, customer consent for the release of information, trade practices, collection costs, equal credit, telemarketing, marketing of electricity attributes and notice of any opt-out fees. It also addresses small customer protections, disclosure regarding standard offer, bill information, the terms of service document, right of rescission, verification of the affirmative customer choice (including third-party and electronic authorization), minimum service period, minimum notice of changes in terms of service, automatic renewals of variable and fixed-rate contracts, assignment to another provider, variable rates and charges, termination fees, promotional practices, trade practices, in-person solicitation of customers, cancellation of service, generation service bills, application for service and denial of credit, customer complaints and dispute resolution (including appeals to the Commission), refunds upon determination by the Commission, and market risk disclosure to customers.
